Mr. Jonathan Walters (Castalia Advisors) has 35 years of experience advising governments, state agencies, and the private sector, gained from 26 years’ experience in the World Bank (his last positions were as Regional Director and Energy Sector Manager in MENA), 2.5 years in BP, and 3 years in the Government of Swaziland.

Mr. Walters has extensive experience in MENA, the former Soviet Union, sub-Saharan Africa, and Asia. Mr. Walters is now a Senior Advisor to Castalia in Washington DC, and leads the MENA Concentrated Solar Power Knowledge and Innovation Program (MENA CSP KIP) – a MENA technical assistance program funded by the World Bank’s Clean Technology Fund. The MENA CSP KIP, which was launched at end-2016, is currently working in Jordan, Libya, Palestine, and Tunisia, and is available to all MENA countries. The team is formed from Castalia, Ernst and Young, ATA Renewables, and the Fraunhofer Institute.

When in the World Bank, Mr. Walters led the mobilization of financing to support CSP investments in MENA (most notably the Noor CSP plants in Morocco). Mr. Walters has deep familiarity with the energy sectors of MENA and their challenges, and has worked at a senior level in those sectors for many years.

Mr. Walters has an M.A. in Philosophy, Politics, and Economics from the University of Oxford, and a M.Sc. (with Distinction) in Economics from the University of London.

Prior to joining Tractebel in 2016, Mr. Blanco served as independent Consultant for numerous companies - developers, EPC contractors and financial institutions. Daniel Blanco holds a Bachelor and Master Degree in Industrial Engineering from Universidad Politécnica de Madrid (Spain) besides he has attended a Management Development Program in IESE (Spain). Frank Wouters has been leading renewable energy projects, transactions, and technology development for over 25 years. He has played a lead role in development of renewable generation projects valued at over $4.5 billion. These range from small scale PV solar electrification in Uganda to the 100MW Shams I Concentrated Solar Plant (CSP) in the UAE, and strategic equity investment in the London Array, the world’s largest offshore wind project.

As Deputy Director-General of the International Renewable Energy Agency (IRENA), the first global intergovernmental organisation dedicated to all renewables, he managed a US$350 million IRENA/Abu Dhabi Fund for Development project facility for RE. He appraised over 80 projects a year and recommended projects for funding, including solar PV projects in Africa.
Mr. Wouters has served on the board of several energy companies, including Torresol, where he developed three CSP plants, including the Gemasolar central tower with molten salt storage.

Currently he serves as Director of the EU GCC Clean Energy Technology Network, a platform that aims to foster clean energy partnerships between Europe and the Gulf.

Dr. Mustapha Taoumi is the Energy Technology Expert of the “EU GCC Clean Energy Technology Network” project, since January 2016.

Dr. Taoumi has been leading Renewable Energy and Energy Efficiency projects and technology deployment for over 30 years. He has worked with US AID, GIZ (Germany), JICA (Japan) and EU (DGXII) as Project and Programme Manager. He has conducted numerous feasibility and planning studies, building programs and has implemented projects on the ground. He assisted local institutions to develop strategic plans in sustainable energy. He managed numerous seminars and training workshops concerning the use of renewable energy and energy efficiency. Dr. Taoumi was also involved in several initiatives and projects with a regional scope particularly in MENA and Mediterranean regions including the Mediterranean Solar Plan (MSP).

As a Regional Programme Officer for North Africa and the Middle East region (MENA) within the International Renewable Energy Agency (IRENA), the first global intergovernmental organisation dedicated to all renewables, Dr. Taoumi managed several projects and initiatives across MENA region including Renewables Readiness Assessment (RRA), assessment of local manufacturing potential in the Arab region and recently the Pan Arab Clean Energy initiative (PACE).

Dr. Taoumi held several key positions including Secretary General and Interim Executive Director within the National Renewable Energy Centre (CDER) in Morocco - now transformed on a National dedicated Agency (ADEREE) as well as Executive Secretary of the Mediterranean Association of the National Agencies for Energy Conservation (MEDENER- Network). Before joining IRENA in 2010, he was nominated by the Ministry of Energy in Morocco as IRENA’s focal point and member of the IRENA’s Headquarters Selection Committee.

Alejandro’s career has been focused on the CSP industry since 2006 when he joined GTER the Group of Thermodynamic and Renewable Energy of the University of Seville under the umbrella of his mentor Professor Manuel Silva. In 2009, Alejandro moved to the USA to enroll EDP Renewables to support the effort that the company was developing in order to diversify its business portfolio.

Back in Spain, in 2011, Alejandro signed for Abengoa in its EPC company, Abeinsa. Working for Abengoa, Alejandro was part of the Project & Proposal Department participating in the designing process & economical evaluation for the different CSP projects that the company developed during these years, Kaxu Solar One, Xina Solar One, Khi Solar One & Ashalim Solar, playing the role of mechanical & process engineer and, later, leading as Technical Project Manager. He carried out his graduate research work at the Universidad de Zaragoza (Spain), from where he received his Ph.D. in Industrial Engineering in 1989. His doctoral thesis dealt with the modelling of solar power tower (SPT) plants also publishing two articles in Solar Energy.

From 1990 to 1994, he was employed by TGI S.A. (Madrid), in the processes and environmental division, working in several research projects on industrial applications of gas-solid flows.

From 1994 until the present, teaching Thermodynamics and thermal engineering in Universidad de Zaragoza, in which he became associate professor in 1998.

In 2006, he presented a communication at 13th SolarPACES Conference, Seville (Spain) following his previous work in solar power tower plants. This research line still continues thanks to two national research projects awarded by the Spanish Minister of Economy and Competitiveness, and the European Fund for Regional Development (MINECO/FEDER). This funding has allowed to develop a new software tool called campo (which is the Spanish for field), written in Matlab©, for the design and analysis of heliostat field layouts, heliostat by heliostat, in SPT systems.

It is intended that campo will become a useful tool for the optimal design of SPT plants at commercial scale.

Dr. Peter Heller is a Mechanical Engineer and received his PhD in 2001 from the RWTH Aachen on the topic of” Investigation on receivers for solar tower plants “. He worked since 1989 for DLR on developing and testing of CSP components and systems. In 1996 he moved to Almería, Spain, and took over the responsibility for the DLR staff at the Plataforma Solar de Almería in the area of tower and dish/Stirling systems. Since 2011 he is leading the department “Qualification” within the DLR Institute of Solar Research with a staff of about 30 scientists and PhD students, working on developing methods for measurement and assessment of the performance and durability of CSP components and systems.

Dr. Marcelino is the Director of the Solar Thermal Energy Department of CENER with more than 27 years of international research experience in R&D projects in the area of solar thermal energy, especially in projects related to Concentrating Solar Power Technologies (CSPT). During these years he has been working for both public institutions and private enterprises, in Spain and abroad, leading research groups in different working environments with remarkable success. He has leaded and participated in a large number of national and international R&D projects, most of them EU funded.

Although this experience covers a wide range of developments on different CSPT, his professional career has been more focused on the research and development of solar tower technology covering a wide range of key components from receivers (Open Air, Pressurized Air, Molten Salt, Saturated Steam and Water/Steam) and heliostats (glass/metal, stressed membrane), working from research at laboratory scale to the design, construction and evaluation of commercial solar demonstration plants, unique in its kind, and including the development of experimental prototypes.

He has held, among others, the following positions: R&D Director at Abengoa Solar New Technologies; Responsible of the High Concentration Working Group at CIEMAT; Solar thermal expert at Solargen Europe Ltd; Technical consultant for Energy for Sustainable Development Ltd.

He has participated and participates in numerous expert groups, and committees, having been selected by the European Union several times to assist the Commission as International Expert.

He is author of eleven patents (ten of which are related to innovative solar energy concepts) as well as frequent reviewer of scientific journals as “Applied Energy“, “Journal of Solar Energy Engineering” and of “Solar Energy”.

He is also Member of the Management Board of the European project STAGE-STE (Scientific and Technological Alliance for Guaranteeing the European Excellence in Concentrating Solar Thermal Energy) and Leader of the work package 12 - Point focusing CSP Technologies.

Dr. Nicolas obtained his Ph.D. in Engineering Science (Energy and Environment) in 2010 at the PROMES CNRS Laboratory in France. His thesis was about different thermal energy storage (TES) materials and processes, using latent and sensible heat from low to high temperatures.

In 2011, he joined the National Renewable Energy Laboratory (NREL) in USA working on heat transfer fluids in the concentrated solar power (CSP) group. In 2012, he joined the CIC Energigune Energy Cooperative Research Centre in Spain where he kept working on thermal energy storage materials and systems.

Finally in 2013, he joined Masdar Institute of Science and Technology in the United Arab Emirates as an Assistant Professor. He is the chair of the Masdar Institute Solar Platform, the first research and development platform in the UAE, entirely dedicated to CSP and TES. Finally he is the official UAE representative alternate at the SolarPACES Executive Committee, a technology collaboration program from the International Energy Agency (IEA).
