Dr. Valentino Tiangco has over 30 years of broad experience in engineering, program & project management, energy specialist, designer, test engineer, professor and researcher. He is currently the Biomass Program Manager at Sacramento Municipal Utility District (SMUD), Energy Research & Development Department.He leads, plans, and coordinates the biomass activities that include research, development, demonstration, deployment and commercial applications of biomass for power and with co-production of value-added products. His other responsibilities include RD&D efforts in geothermal, hydro, hybrid solar and other renewable and distributed generation technologies. Prior to his job at SMUD, he was a Program Manager of Advanced Generation Program with over $100 million budget over the last ten years in service at the Public Interest Energy Research (PIER) Program. He worked also as a Senior Technical Lead, PIER Renewables Program, where he led the energy research, development and demonstration (RD&D) efforts of energy systems utilizing renewable resources with over $130 million budget over the last ten years, especially biomass, geothermal and other renewables. He worked as a design engineer and test engineer at the International Rice Research Institute.

Dr. Tiangco is a recipient of 2015 Power Done Right Leadership Award for his Outstanding Contributions for Community Renewables Deployment (CRED) Projects and 2014 State Leadership in Clean Energy Awards (SLICE) for successfully implementing these CRED projects from Clean Energy States Alliance (CESA). Recipient of 2012 Outstanding Individual in his hometown, Cabiao, Nueva Ecija, Philippines.  Recipient of 2008 Outstanding Engineer Award in the field of Renewable Energy Generation, awarded by the Philippine Society of Agricultural Engineers during the April 21-25, 2008 Annual Convention. He received an Outstanding Performance in the Area of Human Compassion and Commitment to His Colleagues in January 2008, California Energy Commission – Research and Development Division. He is also a recipient of the 2005 and 2003 Sustained Superior Accomplishment Award and Superior Accomplishment Award for Technical and Resource Leadership in Biomass in recognition for his sustained and professional lead responsibilities in the biomass program areas and provided continuing and significant knowledge and technical expertise in the Commission’s PIER Renewables programs including geothermal, wind, solar and hydro.  Dr. Tiangco received an Outstanding Achievement Award in 2002 from the U.S. Department of Energy for his exceptional contributions in bioenergy for establishing, promoting and implementing projects that demonstrate the efficient use of biomass energy resources and technologies.

Dr. Tiangco successfully transferred the rice hull gasifier system that he developed at UC Davis for power generation, irrigation, rice milling, and grain drying applications as a Visiting Scientist funded by the United Nations Development Program, TOKTEN (Transfer of Knowledge Through Expatriate Nationals) Program at the Philippine Rice Research Institute (PhilRice), Maligaya, Munoz, Nueva Ecija, Philippines where he and other PhilRice researchers won three awards; Best Poster Award, Best Paper Award for Agricultural Engineering category and Outstanding National R&D Paper Award, at the Philippine National Research Symposium, October 7-8, 1999. PhilRice staff continued the work and as of 2011 the rice hull gasifier system is in commercial operation.

He is an avid Vintner and a recipient of  90 awards; Best of Class, 2nd Best of Class, 3rd Best of Class, and several Double Gold, Gold, Silver, Bronze and Honoroble Mention Awards at the 2009 & 2010 California State Fair Home Wine Competitions, 2010 San Joaquin Home Wine Competition, and 2009 Tulare Home Wine Competition.

He authored and co-authored over 100 technical papers and reports. He taught renewable energy resources and advanced renewable energy technologies at the University of California at Davis and he participates as member of Examination Committee and Thesis Committee for Ph.D. and M.S. graduate students specializing in the conversion of biomass to power, fuels, and chemicals at the University of California at Davis and California State University, Sacramento.

He is a holder of Ph.D. in Engineering at UC Davis as USAID Scholar and research scholarship funding from University of Wisconsin and Philippine Energy Project, Briggs & Stratton Corporation, and Biological & Agricultural Engineering Department, UC Davis. He is a holder of M.S. in Engineering at UC Davis as USAID Scholar. He is a recipient of Master of Engineering at Asian Institute of Technology, Bangkok, Thailand as King of Thailand Scholar and Bachelor of Science in Agricultural Engineering at the University of the Philippines at Los Banos, Philippines as Philippine Sugar Commission Scholar.
