As Chief of the Transportation Fuels Branch at the Air Resources Board, Mr. Wade oversees rule development and implementation of the Low Carbon Fuel Standard.  In prior positions with ARB, Mr. Wade contributed to the inception of California’s cap-and- trade program, authored portions of the 2008 AB 32 Scoping Plan and served as ARB’s deputy director of legislative affairs.  His private sector experience includes work in energy policy at a major Californian utility and time with a bioenergy start- up.  Sam holds a B.S. in Mechanical Engineering from U.C. Davis, a M.S. in Mechanical Engineering from the University of Hawaii, and an M.P.A in Environmental Science and Policy from Columbia University.

Jim Lucas is a Market Development Manager for the Southern California Gas Company.  One of his group’s missions is to support, promote and further develop the biogas market by educating customers on the benefits of RNG and how to create value from their organic waste.  Jim’s team also manages SoCalGas’ Biogas Conditioning/Upgrading Services Tariff, the Compression Services Tariff, and the recently approved Distributed Energy Resources Tariff.

Since starting with SoCalGas over 21 years ago, Jim has held a variety of positions relating to Product Development, Project Management, Energy Efficiency, Pipeline Operations, Financial Analysis, and Engineering on both the regulated and unregulated sides of the business.

Jim received his Bachelor of Science degree in Mechanical Engineering from the University of California at Santa Barbara and his Masters of Business Administration from California State University, Fullerton.  Jim is also a registered Professional Mechanical Engineer in the State of California.

Responsibilities include:

• Managing new and ongoing gas transmission interconnections for PG&E's customers as well as various regulatory and policy issues affecting interconnections.
• Gas interconnections include end-use customers, California natural gas and biomethane producers, interstate pipelines, storage facilities and other California utilities such as Southern California Gas Company.
• Working closely with customers and Gas Operations personnel to determine the costs of interconnections, the capacity available to deliver or receive gas from customers and ultimate contract development and administration to effectuate interconnections.

I have been with PG&E for almost 30 years serving primarily in the gas regulatory area as a Case Manager for natural gas litigation cases, and as an Expert Witness in various revenue, rate and cost allocation proceedings.

I have a BA degree from Gonzaga University (History and Political Science) and a MA from the University of Kentucky (Economics).

Mr. Hare joined the WRF in January 1994 working in the Laboratory and the Industrial Pretreatment Program.  He was the Regulatory Compliance Team Leader for 8 years until being promoted to his current position in 2011.  Mr. Hare received his BS in Fisheries and Wildlife Biology from Iowa State University and has completed the Basics Course in EPA’s Water Quality Standards Academy.  He holds a Grade IV wastewater operator’s license in Iowa and is a Program Chair for the Iowa Water Environment Association.

Evan Williams is the son of motion picture character actor, Rhys Williams.  He was educated at UCLA where he received his Bachelor of Arts in film followed by a Juris Doctorate degree from the UCLA School of Law.

Evan is a co-founder and the President of Cambrian Energy Development LLC that has developed more than 50 landfill gas-to-energy and digester gas-to-energy projects since 1980, including the largest RNG project in the US at the McCommas Bluff Landfill in Dallas, Texas.  He has participated in more than $1 billion in financings for renewable energy projects.  He serves as Chairman of the Coalition for Renewable Natural Gas, a policy trade organization for participants in the renewable (i.e. pipeline quality) natural gas industry...

Cambrian Energy is a major owner and the manager of North American Repower LLC and related entities that offer the conversion of existing diesel vehicles (trucks and buses) to CNG and RNG with a CARB-certified remanufactured to start-of-life condition, dedicated CNG engine.

Ken Frisbie had an extensive background experience in financing, owning and running companies. He previously started, owned and operated a company by the name of Fluid Ink Technology which he built from a start-up to $25 million in revenue with 100 employees. In 2007, Mr. Frisbie formed BioFuels Energy LLC, a company that connects biomethane resources such as landfills, wastewater plants and digesters to renewable energy users such as cities and universities. In 2010, BioFuels built, owns and operates a biomethane purification plant at the Point Loma WWTP, San Diego County. The product is injected into a utility pipeline and nominated to 2 fuel cell power plants. Ken will discuss his firm’s experiences with pipeline biogas, lessons learned, and tips for biofuel developers.

Nick Lumpkin is Director of Business Development for Clean Energy Renewable Fuels (CERF), a wholly owned subsidiary of Clean Energy Fuels Corp (NASDAQ: CLNE). Mr. Lumpkin’s core responsibilities include the sales, marketing, and distribution of renewable natural gas (RNG) as a transportation fuel. He also focuses on the generation and sales of the environmental attributes that are created as a result of biomethane fuel sales.

Mr. Lumpkin has been involved in the natural gas fueling business since beginning with Clean Energy in 2006 as a financial analyst. For the past seven years he has focused on RNG project development and the regulatory framework that continues to influence the evolution of the biomethane industry. Mr. Lumpkin spearheaded efforts to register the first biogas facility under the EPA’s Renewable Fuel Standard (RFS). In 2013 he played a significant role in launching Clean Energy’s branded RNG product called Redeem. Since the inception of the program Clean Energy has sold more than 30 million gasoline gallon equivalents (GGEs) of Redeem.

Rafael is a renewable energy professional focused on project and business development in the biogas, wastewater treatment, renewable natural gas (RNG), and anaerobic digestion (AD) fields. He is a Chemical Engineer by trade and has worked on AD projects for 8 years with industry leaders like Waterleau.

In 2011, he Co-Founded MBE CleanTech Inc., a water and energy project development company. MBE has worked closely with Waterleau as technical sales representatives in the Food and Beverage industry and the New Energy/RNG/biofuels markets. Currently, MBE is pursuing large scale RNG projects in the US and Mexico by combining project financing expertise with Waterleau's AD and biogas upgrading technologies.

Mark Riedy primarily focuses his practice on U.S. and international project development and finance and private placement representation of renewable and conventional energy, clean technology, environmental and infrastructure clients. In his more than 35 years of practice, Mr. Riedy has represented clients in domestic and international matters, including energy and infrastructure, project development and debt and equity financing contracts, mergers and acquisitions, technology outsourcing, investment fund structuring and related investments therefrom, venture capital and private equity structuring and related contracts, and compliance with regulatory and legislative issues. He also has represented clients in international disputes before U.S. and foreign agencies, dealing with matters such as anti-dumping, export controls, sanctions, and anti-bribery. Mr. Riedy has counseled renewable and conventional energy clients doing business in more than 50 countries.

Prior to joining the firm, Mr. Riedy was an attorney in the Washington, D.C. office of an international law firm, where he co-led its Energy and Infrastructure Project Finance Practice and chaired its Asia Practice.
